Letter from Candidate - Tara Rand

Dear School District 46 Voter,

Our community has a few critical years ahead of us as we make important decisions regarding our school’s future. We turned down two referendums and now we must move ahead cautiously, refocusing on the curriculum and seeking alternatives to new school building. My top priorities include focusing school board attention on education while planning for real community growth, balancing educational needs with taxpayer needs.

We are a growing community with many new needs. However, I believe the growth will be slower than previously anticipated; therefore, we can proceed more slowly than the current board planned and thereby maintain our tight knit school community. I believe the school board should re-establish public trust through open communication.

I believe the current board as been fiscally irresponsible; for instance, the board knowingly over-taxed the community following the 2002 referendum. The board led the community to believe that we needed a new school building. Had the district issued $18-25 million in construction bonds the current taxpayers would be responsible now for the repayment shortfall due to the lack of impact fee revenues. While the board did not commission a new building, it did purchase the Hacker property (land behind the school and under the power lines) for $4 million – neither informing the taxpayers nor providing for a community veto. Despite decreased enrollment this year, the board has voted to acquire up to 10 mobiles units at a cost of more than $60,000 to move. The board spent over $500,000 on professional fees, including architectural fees, mediator fees and engineering fees. These expenditures represent monies which could have been used on resources to improve our children’s education through curriculum advances and/or teacher hires. Moreover, the board could have used these monies to commission an addition to the junior high, consistent with the original building design plans.

My husband and I moved to Prairie Grove six years ago because we love the open space, the friendly neighborhoods, and the intimate school setting. I have four children, two of whom currently attend Prairie Grove Elementary and two who will attend in the future. My sons have had wonderful teachers and truly enjoy school. I have volunteered in my son’s class rooms and have seen the hard work of our teachers. I participated on the task force, trying to help the administration to accommodate future growth. As a school board member I hope to help our community through the next few critical years.

As a board member, I will cultivate an accountable government – one that works openly and honestly with the community. I will invite true dialogue between the board and the public. I will encourage regular community feedback with open meetings to provide true dialogue between the community and the board.

We welcome you with your dedication to the children (truly to the children) and to all of us as tax payers. The current School Board has been a complete disgrace. Sadly, we are at the point were change is a requirement becase trust has disappeared. Your letter represents an attitude that will get us on the right track... I will campaign for you!

Tara, Your comments on the mobiles is very much on target. As you mention, District 46’s growth has been a flat line curve for the past half decade; it is interesting to review some of the comments made by District 46 officials. Interestingly, the claim that we need portable classrooms is not a new threat or strategy. The recent vote by the school board to purchase mobile classrooms is action taken on an old threat. Here is some history: Immediately following the first “Thefterendum” in the spring of 2006, Brandon Coutre wrote an article entitled “Voters Say No To Prairie Grove Proposal”. The article quoted Mary Fasbender as follows "We had the opportunity to do it the right way," Fasbender said. "Now, we might have to look at portable classrooms. We have a duty to educate the children no matter what the numbers are." Mary is implying that children will not be educated unless we approve a referendum for a new school or else we will need to purchase mobiles. Tara, we need you to help clean up a stinky mess.

This campaign for school board may get nasty. Many of the actions taken by the current School Board have been illogical and in direct contrast to expressed desires of taxpayers. This, of course, suggest motives that are not apparent to the typical voter. Based on the audacity of the School Board's actions, like buying nearly $ 4 million of over-priced land 2 months after taxpayers said NO, the corruptive motivations driving the School Board are strong and will undoubtbly result in a fierce campaign that will attempt to smear the reupations of those opposing the School Board's interest. Tara, you are a beam of light that can help us uncover what is happening, and set the school on a path focused on educating our children, instead of bilking taxpayers and going through the motions on academics.

I am expecting a very dirty campaign as well from the incumbents (perhaps we will see the methods of the RTA surface again). Look for Charlotte Kramer to get attacked...and attacked often. Up to know, she is the only person that stands against the other current school board members who use their voting majority to bully their own agenda (Domoto, Bowman, Todd, Shah). We need three more school board members like Charlotte...how about David Etling, Sharon Rogowski, and Tara M. Rand!

It will be interesting to see how the new candidates are attacked by the incumbants Domoto, Bowman, Todd and the rest of the D-46 board. No doubt that personal attacks will be a cornerstone technique for the election. Of course, no strategy is complete without some good old fashion lying. The school board is very accokmplished at using lies.

Domoto's lies are easy to read through. I cannot believe she used the ole "my basement flooded, so I could not review the contract" when she asked the school board to extend Fasbrnder's contract. Maybe she can use the ole "the dog ate my homework" approach next. It is time to get creative.

Reasons for D46 school board changes….Point 1: Purchasing over-priced land, under power lines, for a new school that was turned down by voters 2 months before. Point 2: Bilking taxpayers by levying significant amounts ($ millions) of cash that was not requested by the school or approved by tax payers in the 2001 referendum. Point 3: Investing over $500K in consultants fees for a new school after failed referendums. Point 4: Despite the fact that enrollment is even down from last year, and has been flat for the past 5 years, the school board purchases mobile trailers in an attempt to make a case for overcrowding. Point 5: Misleading impact fee information used in the two referendum campaigns to make the financial justification stronger in an attempt to ease voter fears. Point 6: Using educational fund monies to finance a biased political campaign to pass referendums. Point 7: Extending a Superintendent's contract. This Superintendent has divided the community and our educational programs continue to suffer. Point 8: After losing a referendum, spending thousands of educational funds to form and facilitate an “open forum” to bring a community together and agree on the next referendum. Problem was that the forum was not really open, most of the committee members where teachers, administrators, and those that actively supported the failed referendum.

It is curious how the School Board acts. Why the focus on buildings and not education? Why buy land that is overpriced, and not even have it appraised? Why spend taxpayer money on mobiles or on a referenum campaign that is cleary not supported by the community? Why spend over $500,000 dollars on consultants to design a school that is not approved by taxpayers? Why increase spending by over 100% a five year period when enrollment remains flat. There are reasons behind these actions...and I am tired of the misleading information, half truths and outright lies to justify the School Boards actions. I wish our School Board understood that "The truth is more important than the facts...Frank Lloyd Wright"

I am very excited about Tara's willingness to serve on the D-46 school board. Her letter shows that she has a good grip for the mistakes/deceptions committed by the current board, which is the first step in changing direction and setting things right. Tara seems to be willing to work towards that end. Her desire for open 2-way communication fosters hope for a re-united community. Tara will have my vote and support in this election.

The confidence of an entire village can be lifted by one person's ability to present the truth and hold firmly to our values. We citizens of Prairie Grove deserve a community that is rooted in the forthright approach to make things better! I am convinced that you will do just that. We have been held too long by School District officials who have tried to shove their version of "the truth" down our throats. We have seen what lies and deception can do to a village and we are certainly ready for a change ! Good luck-we'll be behind you-all the way.

Thank you David Etling, Tara M. Rand, and Sharon Rogowski. You offer hope! Todd, Fasbender, Shah, Domoto, Jessup, and Bowman's on going contempt of the D46 taxpayer has to come to an end. By April 17 Domoto, Jessup, and Bowman will be gone. I also want to thank Charlotte Kramer the only current board member who has shown true concern for the D46 residents. I look forward to the day when trust and integrity is restored and want to thank you in advance for making that possible.

Thank you, bloggers, for helping illuminate the issues attached to the D-46 debacle. Without you the new candidates on the ballot probably would not be running and the school would continue to stagnate while the superintendent and board continued their outrages. Much information has come to light through the blog and if every voter could see it, they would thank you too. Because this is an off-year election, voter turnout may be very small and the margins razor thin, and many voters may not be able to see the blog, perhaps being computerless! Please do the D-46 community one more favor, print everything and pass it on to anyone who may not be following the public debate. Again, thanks, thanks thanks. Keep on doing what you do.

Your comments to Ms. Rand ignore the mass of evidence that has piled up at this blog and others exposing and condemning the outrages and breaches of trust of the present school board and the superintendent.

Are you a resident of D-46? If so, are you not the least bit upset at the misappropriation of education funds for purposes that have nothing to do with education?

Are you a parent, grandparent, or even a friend of child or children in D-46 whose education has been or is being stolen from them?

Do the abuses written about in the newspaper or on newspaper and other blogs not concern you in the least?

Are you deaf, dumb, and blind to the pain of taxpayers whose school has been stolen from them by the very entity that is supposed to protect its integrity?

Do you yourself have integrity or character? Where is your empathy? Where is your common sense?

It may be true that Ms. Rand chose not to remain on a committee that many say was nothing but a sham. Instead of speaking disrespectfully the way you do, why don't you ask her why she didn't remain and then consider the implications of her reply?

I think you must have questionable motives to write as you do. I hope that you'll go back through all the blogs relating to D-46 and try to understand that what you read is the cry of disappointed and outraged people whose taxes have been misspent by elected officials whose sole purpose was to give the kids in the district the best education that could be bought with the money paid by people who now understand that they and their children have been robbed.

This is a tragedy. This is not a time when small minds should be trying to make a show of themselves for questionable purposes. You should be ashamed.

It is funny how you never address the real issues - Ms. Rand is the wife of Village Trustee Todd Greenwald - that is a conflict of interest, at the very least. The three candidates you propose ALL live in prairie grove -that is another conflict of interest. - What about the rest of the communities.

The information in the NW herald is one sided master-minded by your village president's personal contacts with the NW herald.

Only a small percentage of this board was on the board in 1992. Why are you constantly This current board FIXED that problem and voted to return any extra monies at the end of each school year - Problem Fixed.

My empathy absolutely does not lie with your candidates - It is with the board members who actually are productive and do not have a personal agenda.

Ms. Rand lied - she is not part of the PTO, she is not a room parent, and she did not serve completely on the Task Force. Three lies before she is even voted in - Boy, she is on the right track.

Unfortunately, is your site that has the wrong mission. Few people write over and over again.

Lastley, is your group that has the small minds. Maybe you should look in the mirror and finally see how wrong your group is.

You will never be happy with anything the school board does and god help us if the three ignorant, non-participating candidates get elected.

Dear 7:38 AM you must not have read the entire letter from Ms. Rand, she never stated she was on the PTO nor a room mom, just that she helped out. There are other ways of helping out the teachers.
As for the task force does anyone remember how pregnant she was? Maybe she wanted to spend time with her new child not on a one sided committee.

You said it - children come first - how can she possible be a school board member - she is not putting our children in district 46 first. She cannot commit -
She resigned from the Task Force because she was not able to disagree properly and just gave up.
Is that what she is going to do on the school board - just quit when she does not like how things are going??? Makes you wonder

This is really a fairly simple situation. Laura Domoto and Karen Bowman have been long term members of the School Board. They should be evaluated by voters based on their record. Are they representing the interest of voters? Are they improving the education of our children? It is not difficult. There is a good reason the Northwest Herald endorsed Etling, Rand and Rogowski....decided to not endores President Domoto and Karen Bowman. As a taxpayer, I am tired of being bilked!

First, why were there only Why were there only 30 people at the "school forum"? Over half of the 30 were on the payroll for District 46, just like the task force (Delphi Technique). That means about 15 "residents" were there. Most of the 15 residents were PTO members that booed when a statement was read from a non-attending candidate. I guess the PTO members have made their minds up already? Why did the taxpayers not show? And, why did the candidates not show? Could it have anything to do with the manner that open meeting have been conducted historically by the school board? The school lost all credibility to hold a public meeting when they elected to use the Delphi technique on citizens with the task force. Also, do not forget the “open” forums held by the school board when they were trying to pass referendums…yes, maybe you recall, the open forums where there was no “real” open dialogue. Where each statement by a taxpayer was carefully timed to limit input and questions that were raised were not actually answered by board members who waited to the end to make brief statements on a few selected issues that they deemed “safe”. It is no wonder that no one attended the school board’s forum. Residents, and viable candidates, are no doubt avoiding the feeling of emptiness that results from a school board “open” forum, the feeling that no new information that was presented was really worthwhile and that no-one really cares. The feeling that the board members really weren’t that interested in listening to citizens regardless of how important the issues are to taxpayers. Are you really surprised that anyone attended? I am surprised that 15 people were there, that is a superb turnout given the school board’s record for conducting “open” forums.

I’m not wondering at all because I witnessed the attacks and still have the emails that the “Yes” folks started circulating when opinions, different from their own, were presented at the task force meetings. Those emails remind me of the RTA mailings and the presentation to the Board by the “Yes” leader was no different. The attacks didn’t work then and they won’t work now. Remember the “being hit by a frying pan” when some disagreed with the “Yes” leader’s opinion? Remember the architectural drawings and estimated cost of the community pool presented by the “Yes” leader? Please be careful of starting the attacks again. It’s just a matter of scanning a presentation and posting it on this blog. Let it end.

John Q.- The 15 there were almost all PTO members. I counted about 2 people who were from the general public and did not have an agenda. Or maybe 4. public the people did not show up. But than again it was not too heavily advertised and was done during sprink break. Did the PTO really want the public there? if they did this week would have been better because people would not be on vacation. Or did they only want to video tape it to play "gotcha" with the 3 who did not show up. Did M & M reporting video tape the meeting(meaning our tax money was spent for political means)or was it the RTA?

Anyone who bothered to get out and gather signatures could get on the ballot. Only four bothered but now everyone who didn't bother but who has an axe to grind decides they should arbitrate who should run and who shouldn't, where they should live and where they shouldn't, and make all kinds of insulting but completely unfounded insinuations about who may know this one or that one? Sour grapes, or is it desperation?

Do you think Tara is the only one who's not satisfied with the school board? Wake up and smell that nasty odor coming from the school. That's corruption, with maybe some conflict of interest mixed in.

Next time get off your butt and get your own name on the ballot.

Hey anonymous, Tara's not a PTO member? Wow, you must be kidding. I thought everyone with a child in Prairie Grove School is a PTO member. Read the PTO literature that comes home. How else could they brag about 100% participation? Oops, I forgot, there is the possibility that they voted her off the island. You know, like the task farce voted taxpayers off the island during its first meeting.

Are you kidding, the village board is not being paid by the district! If you are looking for conflicts of interest, I give you some: 1) Karen Bowman's husband works at the school 2) Linda Rokosik's husband works at the school 3) Dale Burnidge's wife is a teacher at the school. These people's livelihood depends on the district. This is your true conflict of interest.

Thank you Lulu for the information that the BOE and the staff are quite literally in bed together. I checked and Amy Burnidge earned $43,105 in 2006. That is a 5.3% raise from her 2005 salary.

How can you have an independant Board of Directors functioning with family members on their staff??

Studies have shown that smaller class sizes promote better learning environments.

Any candidate unwilling to testify before such a noble inquisition that has gone so far out of its way to "appear" neutral MUST be A) an Anti-Tax-and-Spend-Addict and, B) Budget Conscious. Time to throw those bums off the ballot. Seek an Emergency Injunction. Do whatever it takes! Learn from us over here in D-200, we handpick each candidate to both the City Council and the School Board. Unless you are a proven a Tax-'em-till-they-cry candidate and pre-approved by our comrades in the State Teachers Union, you are NOT permitted to run. Period. No exceptions. Note how 100% of our City Council and 100% of our School Board backed the largest school tax hike in McHenry County history last year!! Zero dissention was permitted. None. Everyone on the City Council and on the School Board got in line and did as they were told by the Union (even though our "projections" of school growth/funds-needed (ha ha) made even Tony Soprano blush! - until he heard his competition got a fat, juicy no-bid contract related to our Taj Mahal new high school and the other grandiose new and wonderfully expensive schools, then he got green with envy!) So, D-46 comrades, learn from us masters over here in D-200: You're either "in la famiglia," or you're off the ballot! C'mon, its For the Children!"

They are not "controlled" by Mr. Breseman, as this all implies. I don't see how Mr. Breseman and the PG village can control anything with the district. He/They are not the majority in the community. Each of these people running have put forth their own reasons for running on www.district46.org. They have published their positions. The fact they skipped a public forum attended by only 33 people, over half of which were adminstrators and staff--some of whom don't even live in the district--, is of little consequence. These candidates still are putting forth their views so voters can decide. They have invited people to communicate with them via the blog and have answered questions on the blog so all can see. It would be great is all six candidates were equally accessible on an ongoing basis, not just in one meeting run by the League of Women Voters. "

EDUCATION FUNDS FOR EDUCATION ONLY

Not too many people mention this issue, though many cite monies misspent.

Each misspent education fund dollar means one less dollar in classrooms.

Less dollars in classrooms means just a bit less education for each child. For some children, this is a critical loss.

Children attend D-46 schools for only a short time.

Shortchanging them just a little every year adds up to quite a big of shortchange over the years they attend D-46.

Maybe that's why the "raised" test scores really average only a high D.

Maybe that is why the incumbents and their supporters don't want a change.

Maybe if there's a change, he truth will come out.

Think about it.
